Try to translate a paragraph of "Zhen Guan Zheng Yao" 貞觀初,太宗謂侍臣曰:「為君之道,必須先存百姓。 At the beginning of the Zhenguan Year of the Tang Dynasty, Emperor Taizong once said to his courtiers: "As a rule to be followed by a emperor, the first priority is to put the people in their hearts. If you are a emperor but hurt the people to support yourself, it is like a person cutting off his thighs to fill his belly. The belly can be temporarily filled full, but also destined to lose his life. If a emperor want to stabilize the world, he must first straighten his body and mind. People will not stand upright but reflect crooked figures, nor will they be a country. Those in the upper position are wise and governed in an orderly manner, while those in the lower position are not dare to do anything wrong. I often think that things that hurt a person are often not external things. These hurt are caused by the inability of hobbies and desires to restrain. If the king is addicted to food and delicacies, letting his eyes and ears to chase good looks and sweet sound, the more things he hopes for, the greater he will lose. This not only hindered the development of the countrys government affairs, but also hurt his people. (And because he is such a emperor, he may say some unreasonable words). When he speaks some unreasonable words, the people will lose respect for him, and they will lose their centripetal force and cohesion to the government. Will rise, departure and betrayal will also happen. Every time I think of this, I dare not indulge my own body and mind. Wei Zheng, one of Tang Taizong’s ministers, replied: "The ancient sages and wise emperors started to realize the truth from the things around them and expanded them, so they can realize the rule from the distance things . In the past, Chu State hired Zhan He as the minister, and the King of Chu asked Zhan He about the important rules of governing the country, but Zhan He answered the King of Chu with the principle of personal self-cultivation. The king of Chu (thinking that Zhan He didnt hear the question clearly) asked again about the important rules for governing the country. At this time, Zhan He said: "I never heard of the emperor who can personally cultivate himself well but cannot govern the country. Your Majesty, the truth you have realized today is the truth that has been passed down from ancient times to the present!
