閱讀行政院主計總處第195號國情統計通報筆記

Reading notes of "National Statistics Bulletin No. 195"

閱讀行政院主計總處發布的第195號「國情統計通報」,得知:從今年一月到八月之間,中高齡者(年齡為45歲至64歲的民眾)之勞動參與率平均為63.9%

Reading the National Statistics Bulletin No. 195 issued by the General Accounting Office of the Executive Yuan, I learned that from January to August this year, the average labor force participation rate of middle-aged and elderly people (people aged 45 to 64) was 63.9%.

什麼是「勞動參與率」呢?勞動部「勞動統計查詢網」對「勞動參與率」的定義是:「勞動力占15 歲以上民間人口的比率」。勞動力包含就業者與失業者,所以目前沒有工作的民眾,如果有找工作的意願,也正在找工作,那他還是屬於「勞動力」。

What is the "Labor Force Participation Rate"? According to the interpretation of the "Labor Statistics Inquiry Network" of the Ministry of Labor, the "Labor Force Participation Rate" is defined as "the ratio of the labor force to the private population over 15 years old". The labor force includes the employed and the unemployed, so if the people who currently do not have a job are looking for a job, they still belong to the "labor force".

「中高齡者的勞動參與率」是把「勞動力」這個名詞又特別加上年齡範圍,觀察這些「年齡介於45歲到64歲之間的就業者及失業者們」在15歲以上民間人口中所占比例。

"The labor force participation rate of the middle-aged and elderly people" is the term "labor force" with a special age range. Observe that these "employed and unemployed persons between the ages of 45 and 64" account for the private population over 15 years old.

行政院主計總處第195號國情統計通報中提到,我國「中高齡者的勞動參與率」近年來逐年上升。

According to the State Statistics Bulletin No. 195 of the General Accounting Office of the Executive Yuan, our country’s "employment participation rate of middle-aged and elderly people" has increased year by year in recent years.

讀到這裡,筆者很自然地想起,近年,出版界推出了許多談論「晚年經濟安全」主題的書籍。既然實際上,中高齡者投入或重返職場工作的趨勢是不可以避免的,我們當然希望政策與法令上能有相關配套,可以保護這些加入職場的中高齡者。

After reading this, I naturally remembered that in recent years, the publishing industry has launched many books on the subject of "economic security in old age". Since the tendency of middle-aged and elderly people to invest or return to work in the workplace is inevitable, we certainly hope that there will be relevant supporting policies and regulations to protect these people who join the workplace.

從中央廣播電臺在昨日(111日)的報導可以知道,我國「中高齡者及高齡者就業促進法」預定在明年施行。這部法律明文規範,力圖排除年齡歧視,並透過津貼提高雇主僱用中高齡者的誘因。

According to a report by the Central Radio Station yesterday (November 1), we can know that our countrys "Middle-aged and Elderly Employment PromotionAct" is scheduled to be implemented next year. This Act expressly regulates, trying to eliminate age discrimination, and through subsidies to increase employers’ incentives to hire middle-aged and elderly people.

就我個人意見來說,中高齡者在體能與精力方面,可能確實比較弱勢一些,但是他們豐富的生活經驗,基於閱人無數而成就的睿智與洞察,這也絕對是年輕人難以超越的能力。

In my personal opinion, the middle-aged and elderly people may indeed be weaker in terms of physical fitness and energy, but their rich life experience, and the wisdom and insight they have achieved through reading countless people, is definitely an ability that young people cannot surpass.

也許,中高齡者的職場選擇,不應是從事基層的、例行性的、受人指揮的工作。假如幾位在才能上可以相輔相成的中高齡者,一起合作,用類似創業的方式,開啟新的工作模式,他們未必需要有老闆的頭銜,但我相信他們集合起來必有超越單一聰明老闆的視野,必然會有精采的表現。

Perhaps the workplace choice for middle-aged and elderly people should not be to engage in grass-roots, routine, and commanded work. If several middle-aged and elderly people who can complement each other in terms of talents work together to start a new work model in a way similar to entrepreneurship, they may not need to have the title of boss, but I believe that they must have a vision beyond a single smart boss,and they will have splendid performance.

例如說,中高齡者有沒有可能組成個小團隊,專門構想一些好點子,幫助同為中高齡者的其他人,找到適合其個性與才能的工作?這個小團隊能不能專門媒合有意尋找伴侶的中高齡者相親,找到他或她的相見恨晚的佳侶?這個小團隊能不能從自己真實且無可取代的經驗,設想中高齡者需要的健身器材、居家安全設備?

For example, is it possible for middle-aged and elderly people to form a small team to devise some good ideas to help others who are also middle-aged and senior citizens find jobs that suit their personality and talents? Can this small team specialize in matching middle-aged and elderly people who are interested in finding a partner for blind dates, and find his or her partner who is too late to meet? Can this small team use their real and irreplaceable experience to imagine the fitness equipment and home safety equipment that middle-aged and elderly people need?

中高齡者能不能創造出屬於自己的運用網路方式,甚至創造出只適合中老年人玩的網路遊戲?這些,可都是那些年輕毛頭小子沒有辦法構想的事情,也只有同為中高齡者,才能想得深入,想得精采,付諸行動。由此推出的產品或服務,必然受到市場相當的歡迎。不知道您覺得上述這些想法如何?

Can middle-aged and elderly people create their own ways to use the Internet, or even create online games which only suitable for middle-aged and elderly people ? These are things that young hairy boys cant imagine, and only those of the same middle and senior age can think deeply, think brilliantly, put them into action, and become products and services. The products or services launched therefrom are bound to be quite welcomed by the market. I wonder what you think of the above ideas?

在商業領域,應該是有創新必有機會。創新的前提是有足夠的基礎。這個基礎可能是長期鍛鍊出來的思維能力,也可能是一個人豐富的生活經驗,也可能是深刻的生活體會。

In the business field, there should be opportunities for innovation. The premise of innovation is to have a sufficient foundation. This foundation may be a long-term training of thinking ability, it may be a persons rich life experience, or it may be a profound life experience.

中高齡者對於中高齡者在生活上的需求,當然最了解不過,但別忘了,他們同時也很理解年輕一輩在那個人生階段的需要是什麼。時代儘管有差異,常人在其生命中各階段,追求的事物往往是大同小異。中高齡者可是大家的「顧問」,不只是事業上的。中高齡者若能持續發現並重視自己身上的珍寶,相信除了受僱於限制重重的工作以外,其實還是有很多選擇的。

Of course, middle-aged and elderly people know best about the needs of middle-aged and elderly people in life, but dont forget that they also understand the needs of the younger generation at that stage of life. Despite the differences in the times, ordinary people often pursue the same things at all stages of their lives. Middle-aged and elderly people are everyones "consultants", and not just for career. If the middle-aged and senior citizens can continue to discover and value their treasures, I believe that apart from being employed in restrictive jobs, they still have many choices.

人若從事適合自己個性、才能且能感受到意義與成就感的工作,會讓他變得更有活力,看起來更年輕,這個道理當然也適用於中高齡工作者。「樂在工作」必然是可能的,而且也沒有年齡限制。當需要繼續工作的中高齡者們,找到適合自己的工作模式,而同時能相信自己正在為社會回饋些什麼,我相信他們會看起來越來越年輕而且快樂。

If a person is engaged in a job that suits his personality, talents and can feel the meaning and sense of accomplishment, he will become more energetic and look younger. Of course, this principle also applies to middle-aged and senior workers. "Being happy at work" is definitely possible, and there is no age limit. When middle-aged and elderly people who need to continue to work can find a work model that suits them, while at the same time believing in what they are giving back to society, I believe they will look younger and happier.
