Public finance is the key to internal management, and the reasonable and equal taxation serves the pivotal factor to the success of financing.  But in the time of imperial China and recent time until the founding of New China, the target of sound taxation had been hard to come by due to the recurrent land mergers.  That is why New China and Taiwan in Chiang era all had to take drastic measure in land reform. 

But Mr. Zhang was not that lucky, what a shame it was.
