鑑於有必要，促進各國間友好關係的發展，鑑於聯合國國家的人民，已在聯合國憲章中，重申他們對基本人權、人格尊嚴和價值，以及男女平等權利的信心，並決心促成較大自由中的社會進步，和生活水平的改善。Whereas it is essential to promote the development of friendly relations between nations,Whereas the peoples of the United Nations have in the Charter reaffirmed their faith in fundamental human rights, in the dignity and worth of the human person and in the equal rights of men and women and have determined to promote social progress and better standards of life in larger freedom,

鑑於各會員國，都已誓願同聯合國合作，以促進對人權和基本自由的普遍尊重和遵行，鑑於對這些權利和自由的普遍瞭解,，對於這個誓願的充分實現，有很大的重要性，Whereas Member States have pledged themselves to achieve, in co-operation with the United Nations, the promotion of universal respect for and observance of human rights and fundamental freedoms,Whereas a common understanding of these rights and freedoms is of the greatest importance for the full realization of this pledge,

因此，現在，Now，Therefore，大會 THE GENERAL ASSEMBLY宣告 proclaims

這一世界人權宣言，作為所有人民和所有國家努力實現的共同標準，以期每一個人和社會機構經常銘念本宣言，努力通過教誨和教育，促進對權利和自由的尊重，並通過國家的和國際的漸進措施，使這些權利和自由在各會員國本身人民，及在其管轄下領土的人民中，得到普遍和有效的承認和遵行。THIS UNIVERSAL DECLARATION OF HUMAN RIGHTS as a common standard of achievement for all peoples and all nations, to the end that every individual and every organ of society, keeping this Declaration constantly in mind, shall strive by teaching and education to promote respect for these rights and freedoms and by progressive measures, national and international, to secure their universal and effective recognition and observance, both among the peoples of Member States themselves and among the peoples of territories under their jurisdiction.

聯合國憲章 (1945年6月26日日訂於舊金山)

我聯合國人民，同玆決心，欲免後世再遭今代人類兩度身歷慘不堪言之戰禍，重伸基本人權，人格尊嚴與價值，以及男女與大小各國平等權利之信念。創造適當環境，俾克維持正義，尊重由條約與國際法其他淵源而起之義務，久而弗懈。促成大自由中之社會進步及較善之民生。

並為達此目的，力行容恕，彼此以善鄰之道，和睦相處。集中力量，以維持國際和平及安全。接受原則，確立力法，以保証非為公共利益，不得使用武力。運用國際機構，以促成全球人民經濟及社會之進展。用是發憤立志，務當同心協力，以竟厥功。

爰由我各本國政府，經齊集金山市之代表各將所奉全權証書，互相校閱，均屬妥善，議定本聯合國憲章，並設立國際組織，定名聯合國。

第一章   宗旨及原則

第一條聯合國之宗旨為：

一、維持國際和平及安全；並為此目的：採取有效集體辦法、以防止且消除對於和平之威脅，制止侵略行為或其他和平之破壞；並以和平方法，且依正義及國際法之原則，調整或解決足以破壞和平之國際爭端或情勢。

二、發展國際間以尊重人民平等權利及自決原則為根據之友好關系，並採取其他適當辦法，以增強普遍和平。

三、促成國際合作。以解決國際間屬於經濟、社會、文化、及人類福利性質之國際問題，且不分種族、性別、語言、或宗教、增進並激勵對於全體人類之人權及基本自由之尊重。

四、構成一協調各國行動之中心，以達成上述共同目的。

第二條 為求實現第一條所述各宗旨起見，本組織及其會員國應遵行下列原則：
