現今2015年9月1日生效的新修改的( 授權書Powers of Attorney ) 律法 (Act條例 ) 是自2010年8月即已列為議會討論的議案。

議案已由議會正式通過多項目對 ( 長期或永久有效的授權書Enduring Powers of Attorney) 中 ( 授權人 Principal ) 權益和 (被授權人an attorney ) 權力的修正，其中主要的修正，包括；

Enduring power of attorney (medical treatment) 永久有效代管理醫療治療的授權書，不受到新修正的 ( 2014 年版授權書法令Power of Attorney Act 2014 ) 影響。

2015年9月1日之前所訂定的Enduring power of attorney (medical treatment) 永久有效代管理醫療治療方面的授權書，仍將繼續依據 ( The Medical Treatment Act 1988，1988年版的醫療代管理治療法 ) 條款執行。

做出行使權利的決定，是各種不同類別 ( 授權書Powers of Attorney) 的重要組成部分。

( 支持授權書Supportive attorney appointments ) 的任命是一種方法，可以支持制定和採取行動的決定。也能作出保留委任的人決策權。

( 支持授權書Supportive attorney appointments ) 的任命，是為了維護及促進行使 ( 個人people ) 與 ( 殘疾人disability ) 的權利。

( 支持授權書Supportive attorney appointments ) 是( 授權人 Principal ) 保留或更改自己權益的一份重要文件。

在( 授權書Powers of Attorney) 授權的行使過程中，可能也可以有很多原因，( 個人people ) 會需要有必要的支持，才能為自己的福益，做出更準確的決定。

相關的 ( 授權人 Principal ) 雖然可以獲得非正式的支持。

但是，設立 ( 支持授權書Supportive attorney appointments ) 中的 (被授權人an attorney ) 成員，必須是認識 ( 授權人 Principal ) 的一個 ( 組織organisations ) ，或 ( 個人person) 的團隊或個人。

(被授權人an attorney ) 的成員，必須知道( 授權人 Principal ) 可 / 已經委任另一組織，或個人，行使並落實授權決定的支撐作用。

( 授權人 Principal ) 任命設立的 ( 支持授權書Supportive attorney appointments ) 中的 (被授權人an attorney ) 成員，可以是認識 ( 授權人 Principal ) 的一個 ( 組織organisations ) ，或 ( 個人person) 的團隊或個人。

這個人或組織，就是被稱為 ( Supportive attorney支持性被授權人) 的個人或組織。

( Supportive attorney支持性被授權人) 的成員，可以在( 授權人 Principal )的允許下，向（如hospitals醫院，banks銀行和utility providers公用事業提供商）索取任何與 ( 授權人 Principal ) 相關的資訊，並將資訊傳達給能夠做出決策和落實的決定的人。

想要成為一個( Supportive attorney支持性被授權人) 必須是

1. 年滿18足歲以上的，與 ( 授權人 Principal ) 有某種程度的熟悉 ( 包括在業務伙伴或直系血親、旁系姻親或多年的友情交誼 ) 人士

心智正常，能為 ( 授權人 Principal ) 做出正確的決策，或具落實( 授權人 Principal ) 福祉或意願能力的個人或組織

任何一個列入( 支持授權書Supportive attorney appointments ) 中的(被授權人an attorney ) 成員，是不可代表 ( 授權人 Principal ) 或已訂定的成員，再變更或代其他 (被授權人an attorney ) 的成員做出具決定性事務及項目。

須指出並明示 ( 支持授權書Supportive attorney appointments ) 中成員，可做的決定包括；

1. all financial matters

1. 全部 / 完全的 / 部份的， 包括；家族、個人、私人、業務營運中的財務分配權力

2. all personal matters

2. 全部/ 完全的 / 部份的，包括；個人、私人的財務分配權力，含生活、教育、娛樂、日常水、電、稅捐、衣、食、住、行、醫療、汽油、金融、股票、房地產、娛樂場所，投資的財務分配權力

3. all personal and financial matters or

3. 全部/ 完全的 / 部份的，個人的財務分配權力

4. specific personal, financial or other matters.  

4. 指定的/ 不完全的 / 全部的，個人的財務分配，或其他事宜 ( 如；醫療期間所用的技術和器材的選擇、用藥變更 ) 的決定權力

在 ( 支持授權書Supportive attorney appointments ) 中的財務可分配權力，包括有；

paying expenses支付日常生活性的財務分配權，例如；

1. withdrawing money from or depositing money into an account with a financial institution

1. 在指定的銀行帳戶中 ( 提取withdrawing ) 應支付的，或 ( depositing存放) 業務營利所得的金錢

還有

2. •paying rates, taxes and insurance premiums or other outgoings for the principal’s property

2. 在指定的銀行帳戶中支付 ( 房租rates ) 、應繳交的 ( 稅額taxes )、各式各樣 ( 保險的保費insurance premiums )、其他與 ( 授權人 Principal ) 相關的房地產業的持續必繳付的稅款及維修費用。

在 ( 支持授權書Supportive attorney appointments ) 中( 代理個人事務Personal matters) 的可分配權力，包括有；

1. health care matters

1. 決定所有醫療和日常生活照顧方面的事務

2. access to support services and

2. 決定 ( 授權人 Principal ) 能獲得住家的支持服務

3. where and with whom a person lives

3. 決定 ( 授權人 Principal ) 的居住地還有能和誰一同居住

( 個人事項 )的授權，包括到( 授權人 Principal ) 的個人及生活事務的任何法律問題

在 ( 支持授權書Supportive attorney appointments ) 中( 授權人 Principal )可分配，(被授權人an attorney ) 可持有的權力，包括有；

1. information power搜集信息的權力

(被授權人an attorney ) 可尋訪、收集等方式，獲得與 ( 授權人 Principal ) 相關的必要訊息

這些信息必須是：

1.1. 有關 (supportive attorney.支持授權 ) 中的事務還有項目的決定，(支持授權supportive attorney )可以合法地收集或由委託人獲得的信息。

1.2. 這種權力授權的範圍，包括（如banks銀行方面，utility providers公用事業供應者，以及health care providers醫療保健提供者），(支持授權supportive attorney ) 還有披露支持 ( 授權人 Principal ) 的個人信息的權力。

2. communication power (被授權人an attorney ) 發言及溝通的權力

2.1 (被授權人an attorney )可持有代表 ( 授權人 Principal ) 的發言及溝通的必要權力

2.2 在(supportive attorney. 授權支持) 的條約中 (被授權人an attorney ) 可擁有代( 授權人 Principal ) 發言及溝通的權力，包括

•傳達有關的主要是相關或必要的決策或實施決策的任何信息

•通信，或協助主要進行通信時，做出主要的決定。

這種權力意味著( 授權人 Principal ) 的企業，可以依靠 (supportive attorney. 授權支持) 運用由(被授權人an attorney ) 提供的資料，做出提供( 授權人 Principal ) 最大福祉的信息。

這也意味著( 授權人 Principal ) 的企業，能夠依靠由 (被授權人an attorney ) 提供的溝通資料，作為 ( 授權人 Principal ) 福祉的決定。

3. power to give effect to decisions 落實決策的權力

3. (被授權人an attorney ) 可獲得並持有代表 ( 授權人 Principal ) 做出具影響力的，具有決定性的決策權力

在 ( 支持授權書Supportive attorney appointments ) 中 (Principal授權人) 可以授權予以 (被授權人an attorney ) 採取任何合理的維護 (Principal授權人) 利益及保護 (Principal授權人) 的行動。

不過，(被授權人an attorney ) 做的任何事情，是合理的，必要的，可以支持福祉落實到 (Principal授權人) 的決定。

但是，這種權力不包括，在 (Principal授權人) 金融投資交易的決定中，得以生效。

在設置 (supportive attorney.支持授權 ) 的條約之前，( 授權人 Principal ) 要做的一個極為重要的決定，就是要做好選擇，在條約中 (被授權人an attorney ) 的任命。

無論任命的是誰，(被授權人an attorney ) 應該都是 ( 授權人 Principal ) 主要的信任。

(被授權人an attorney ) 應該都是獨立的；自主的；尊重和重視( 授權人 Principal ) 的尊嚴和權利的。

( 授權人 Principal ) 可以在 (supportive attorney.支持授權 ) 的條約當中，僅設置一個 (被授權人an attorney ) 或數個人聯合的 (被授權人an attorney )。

若是( 授權人 Principal ) 設置的是，數人聯合的 (被授權人an attorney )，則數人的 (被授權人an attorney ) 的權力會在(supportive attorney.支持授權 ) 的條約當中自動被分散。

( 授權人 Principal ) 必須在 (supportive attorney.支持授權 ) 的條約當中做出明確的指示，每一個 (被授權人an attorney ) 的權力，而(被授權人an attorney ) 只有在被劃分的權力範圍。
