There is a piece of fiscal motto: No budget without a project; no expenditure without a budget.  If you ponder over the phrase, you will find how absurd those nearly 500 billion’s over-levied tax had been, and how hypocritical is the proposal of paying back part of them to people.  Please also see some comments of a critic from Mainland at:

BTW, giving cash direct to people will inevitably stimulate inflation, and that is for sure.  Stimulate economy?  Let us wait and see.
