My father used to tell us the flagrant corruption on the drafting system and notorious mistreatment imposed upon newly recruits during Resistance-against-Jap War, which climaxed with the incident of Chen Zerun(程澤潤), the head of conscription bureau.  Chiang Kai-shek ordered to arrest Chen and later executed him in 1945.  (My father’s version is kind of different from most of the documented data.)

But the conscription system during war is just a part of KMT’s debacle, and there are other root causes that have made its continuous failure happen, even till now.
