The so-called "Pioneering Plans" caused a "national" foror in Taiwan recently, but by overwhelming majority in Legislation Yuan, DPP administration forced the bill passed amid scrimmage.  What a farce it was!

The most controversial part of the "plans" are the projected (light) railway constructions, for they are actually not "pioneering" at all.  You want pioneering stuff in city railway?  You've got it.  Report said in the city of Chongqing a hanging trolley, suspending from the rail on top, not on grounds, has launched its operation.  Another report said in the province of Hunan, a "virtual" tram controlled by infrared rays has been introduced.  Both of them are easy-to-install, much lower construction cost than those of traditional city railways, and no interference to existing traffic. Those are the cutting edge of "railway" engineering, whereas  DPP's will inevitably become boondoggles. 

Perhaps Taiwan could put the money into artificial intelligence(AI) on the base of its eletronic technologies.  I don't know, maybe the island doesn't have enough money.  But please see how does China's Mainland do with regard to AI at:  http://www.guancha.cn/industry-science/2017_07_23_419584_1.shtml
