The United States law permits its citizens to "voluntary" give up his/her citizenship by committing to certain acts. One of them is to become citizen of another country with "intention" to "passively" relinquish U.S. citizenship.
The State Department may have issued U.S. passports to it citizens, however, the Department of Homeland Security is the one that would formally cancel Ms. Lee's U.S. citizenship as appropriate. In this case, the Homeland Security Department can't determine if and when Ms. Lee has committed such voluntary act with intention to passively relinquish her U.S. citizenship, as Homeland Security is a department to execute, not to interpret, the law. In this case, only the court can decide if and when Ms. Lee has committed such voluntary act. Homeland Security Department will act in accordance with the court rulig.
I do not know if Ms. Lee has applied for such a court ruling or not. If she has applied, then I suggest that everybody give her benefit of the doubt, wait for the court ruling before making final commets on her case.
