1. 太上，不知有之。
最好的統治者遵循自然的道德力量領導國家，所以百姓似乎感覺不到政府的存在。
The greatest ruler used the moral laws of nature to lead the nation; therefore people can hardly perceive the existence of the government.

2. 其次，親之譽之。
次等的統治者採取親民的措施，所以很容易博得百姓的讚譽。
The next level ruler cherished his people; he thus received praises and compliments.

3. 其次，畏之。
再次等的統治者使用嚴厲的律法，讓人民感到畏懼。
The third-class ruler adopted strict laws to reign over the nation, making citizens fear him.

4. 其次，侮之。
最壞的統治者以狡詐暴政治國，使人民倍受凌辱和傷害。
The wicked ruler used deceitful and evil power to dictate the nation, causing his citizens insulted and harmed.

5. 信不足焉，有不信焉！
由於缺乏誠信，老百姓不再相信那類的統治者。
Owing to lack of trustworthiness, people no longer believed in those rulers.

6. 悠兮，其貴言。
治理國家必須要順著自然的道德力量，並珍惜所發行的政令。
Governing a nation should always comply with the moral laws of nature, and value every issued decree.

7. 功成事遂，百姓皆謂：「我自然」。
如此當功成事就時，老百姓就不會感到政府的壓力，反而會同聲的說：「我們的成功乃是自然天賜」。
Thus when achieving a great success, people will feel no pressure from the government; instead they would all together say, “our success is granted naturally by heaven”.

【注】自然：老子所說的「自然」是指什麼呢？莊子認為老子所說的「自然」是指「自然而然、自古以固存、自本自根」的「真道」，而非我們平常所謂的Nature。「自然而然」的意思是：祂原來就已經存在，而且祂自己出自祂自己。因為此「道」是「先天地生，獨立而不改，周行而不殆；萬物之奧(萬物的主宰)；道生一，一生二，二生三，三生萬物；天地始，萬物母；可以為天下母(創造天地、生養萬物的母親)；萬物之宗(創造萬物的始祖)；眾甫 (萬有的父)。」

另外，莊子也解釋說：「夫道，有情有信，無為無形；可傳而不可受，可得而不可見；自本自根，未有天地，自古以固存；神鬼神帝，生天生地。」

這很明確的說明老子口中的「道」就是創造宇宙的「上帝」，祂是「天皇大帝，神之最尊者也，為萬物之所宗，人神之所主。」即，道就是上帝，祂是天上最偉大的帝王，萬神中最尊貴的神靈（聖靈），萬物的創造者，也是人類和眾神靈的主宰。
