In these days, the Cai administration made terrible blunders in dealing with the process of giving relief of NTD 10,000 to the have-nots to help them meet an urgent need during COVID-19. The government said those poor people include "freelancers," such as women selling Yulan Magnolia flowers or men raising ad posters on the streets, and so on, but it did not mention another one: scavengers.

Usually, I would go to Dahu Park to take a fast) walk around the perimeter of the park at 5 p.m. Almost every time I could see an old guy about my age trudging along the sidewalk with a heavy cart of pallets laden with recyclable garbage (He may be older than I am, but I cannot tell how old he really is from his weather-beaten face). How heavy is the pallet? Well, I bet I could not push it to move at all. Along the sidewalk for about 900 meters, he had to take breaks several times. What a poor old man he is!

In order not to walk a long way back home after finishing the "exercise", I would drive my car and park it along the parking space at curbside every time my wife came along with me. I would also put a PET of water on the trunk for us to replenish our needs after we finished a lap of nearly 2K. Yesterday, from a short distance, I saw that old man stop at the place where my car was parked. I told my wife about that wretched old scavenger, and my wife suggested that I give two hundred NTD or so to him.  When we reached there, he resumed pushing his cart away, and I missed the chance to give him some money. Suddenly we found the PET in the trunk had gone!
