以上兩說都是錯的。

第圖晉(Herr N. Titoushkin)擔任過北京同文館的俄文與德文教習，近代教育史上，多數稱第圖晉為德文館的第一任德文教習；其後他在基隆海關(今中正路166號附近)工作，為清領時期的基隆留下了氣象紀錄。1874年部分的氣象紀錄(包括全年度逐日的氣溫、氣壓和雨量)可見諸英國H. M. Stationery出版的Parliamentary Papers, House of Commons and Command, Volume 68。

第圖晉為海關職員，1871年9月1日至1873年5月31日從海關借調擔任北京同文館的俄文與德文教習。(依據1879年Statistical Department of the Inspectorate General發行的China Imperial Maritime Customs: Service series. IV)。

依據1873年北京的總稅務司Inspectorate General of Customs備忘錄，確定1874年起登錄所轄23個氣象站蒐集到的資料，基隆站是其中之一。

美國博物學家史蒂瑞（Joseph Beal Steere, 1842-1940）《Formosa and Its Inhabitants》提到1873年遇見在基隆關服務的助理職員Tituschkin。Chronicle and Directory for China, Japan and the Philippines, for the Year 1874 記載了第圖晉擔任基隆關的助理職員。

依據1875年曾經環台的俄國軍官Pavel Ivanovich Ibis (1852-1877)的說法，第圖晉在基隆海關的工作，稱得上是台灣第一個氣象站。"The administrator of customs, of whom I had recommendation [letters] was Russian, in his third year here already. For amusement he occupies himself in meteorological observations, the results of which he publishes yearly. This is, so far, the only meteorological station on Formosa."，引自Ibis, Pavel. 1881年徐家匯觀象台的颱風報告 The typhoons of the Chinese seas in the year 1881，其中提到第圖晉人在杭州。

徐家匯觀象台台長蔡尚質（Stanislaus Chevaliev，1852-1930，法國耶穌會司鐸）成立的上海氣象學會，組織成員包括了基隆氣象站；蔡尚質發表的The "Bokhara" Typhoon, October 1892 引用了基隆氣象站的觀測資料。
