聯合報報導歐盟將melamine容許量訂為2.5 ppm?

聯合報記者施靜茹 『三聚氰胺容許量》紐國5ppm 歐盟2.5ppm』,報導歐盟訂"Melamine的容許標準為2.5 ppm"。

1. 文中首先提到:歐盟.....的食品安全官方網站,昨天都緊急貼出三聚氰胺容許量最新公告,其中歐盟將容許量訂為二點五ppm(百萬分之一濃度).....

我進入European Food Safety Authority網站,只有這篇EFSA assesses possible risks related to melamine in composite foods from China 25/09/2008提及

EFSA's scientists today issued a statement saying that if adults in Europe were to consume chocolates and biscuits containing contaminated milk powder, they would not exceed the TDI (Tolerable Daily Intake) of 0.5 mg/kg body weight, even in worst case scenarios[2].

並沒有提及訂Melamine的容許標準為2.5 ppm。

2. 文中又提到:英國食品標準局的網站,這兩天也在網頁發布歐盟食品安全委員會有關三聚氰胺容許量,也是訂為二點五ppm,並指歐洲販售乳製品含三聚氰胺風險很低。

All products from China containing more than 15% milk as an ingredient, or products where the percentage of milk content cannot be established, will be subject to documentary, identity and physical checks, including laboratory analysis, to determine that any levels of melamine present in the product do not exceed 2.5 mg/kg. Those products with more than 2.5mg/kg will be destroyed.

歐盟的態度極為關鍵,靜待進一步歐盟發佈的消息!

3. 文中提到:由於紐西蘭恆天然公司是三鹿奶粉大股東,涉入此次毒奶風波,再加以紐西蘭乳品輸出量大,紐西蘭成人食品三聚氰胺容許量訂為五ppm,「顯然比其他國家高」。

紐西蘭將三聚氰胺容許量訂為五ppm,這才是這篇報導唯一正確的消息,只要用google search "New Zealand Food Safety Authority and melamine and 5 ppm",得到的第一則消息即是:New Zealand melamine response update

NZFSA has adopted a conservative threshold of 5 ppm for most foods. This means that it has been considered that foods containing up to 5 ppm of melamine do not pose a risk to human health. However for starter infant formula, this level will be set to the current level of test detection of 1 ppm. 

New Zealand Food Safety Authority是為了恆天然公司護航而訂這個標準,已不具公信力,根本不用理會。

裏面提到,牛奶成份超過15%的產品必需受檢,三聚氰胺成份超過2.5mg/kg 的產品必須被銷毀,看到這邊你會以為事情就是這樣了,但其實後面還有一段:

There has been a longstanding ban on the import of milk and other products of animal origin from China as controls on the food industry in China do not meet the very strict requirements set in the EU.

由於中國的食品工業不符合歐盟的嚴格規定,所以來自中國的牛奶及動物製品已經長期被禁止進口 。

到這邊你會有個疑問,既然都已經禁止進口了,為什麼還要驗呢?

原因在於,即使原產地不是中國的奶製品,還是有可能去使用中國的奶粉為原料而受到污染。 舉例來說,假設某A國(非歐盟)進口了中國的奶粉來製成餅乾等產品,然後再賣到歐盟,原產地就會被標示為A國,因而躲過了歐盟對中國奶製品的禁令,成為食品安全上的漏洞。所以,歐盟這次訂的這個標準,只是為了補上之前的安全漏洞,而不是為了要去有條件開放中國奶製品的進口。

這和台灣的情況完全不能相提並論,因為台灣之前是允許中國奶製品直接進口的,歐盟在採行了這兩個措施互相配套之後,市面上將完全看不到任何中國的奶製品,就連原料來自中國但在其他國家加工生產的漏網之魚都不會有,攝取量超過TDI的風險自然會被降到最低。但如果台灣只用人家拿來補漏洞的標準來做的話,可以想見市面上仍然會大量存在含有三聚氰胺的產品,攝取量超過TDI的風險也將會因此而大幅提高。

以上,釐清一下事實真相,以免有人被數字給誤導了。

簡單的說: 

1. A. 歐洲禁止從中國直接進口乳製品;

    B. 若從第三國加工製成品需滿足 < 2.5ppm。

2. 除非台灣完全不從中國進口乳製品,否則就達不到 歐洲的 1.A.,跟 2.5ppm一點關係都沒有。

只說出事情的一部分,不一定是事實,完整的資訊才能判斷事實。

歐洲 EFSA 所公告的全文要看全部清楚,不然很容易引用錯誤。

以下是 2007年特別的melamine高度污染案例,有 TDI of 0.5 mg/kg body weight
High levels of melamine can primarily affect the kidneys. EFSA applied the TDI of 0.5 mg/kg body weight for melamine in a specific case of contamination in 2007[3].

最重要的是在註解[1]

[1] Melamine is a chemical compound commonly used in the manufacture of resins, plastics and glues. In Europe, melamine is approved for manufacturing plastic materials and articles, but the addition of melamine in food and animal feed is prohibited.
歐洲明白表示 三聚氰氨是化學的化合物,用於製造樹脂、塑膠和膠水,在食品和動物飼料中是被禁止使用的。

如果以 TDI of 0.5 mg/kg body weight 來推論,大概是指 誤食樹脂、膠水或把塑膠製品吞下肚子吧,才會有如此的巨量。

正常人會沒事吞膠水嗎? 但如果父母餵食給小嬰兒吃,那就很難說了!

總之,以特殊案例的量,來說明吃了少量還不會死,就可以合法化,真的是奇怪的理論和推論,難道是想進行大規模的人體實驗嗎?

重點是其附錄第一條:

美耐皿(三聚氰胺)是一個常用於製造樹脂,塑膠和黏膠的化合物。在歐洲,三聚氰胺准許用於製造塑膠製品,但禁止添加於食物和動物飼料中。

那東西本來就不應該出現在食物中。食物添加三氯氰胺的唯一目的是要作假,魚目混珠來誇大其蛋白質含量。這樣的東西還有許可量是很可笑的。

重點是,三聚氰胺的毒性是來自常會於其一其出現的附加物如氰尿酸(cyanuric acid).在腎臟中這兩個化合物會形成結晶,從而有導致腎結石的可能性。三聚氰胺驗出來多少反倒是次要的;只要有驗出來就有可能有附加物的存在。 我們有義務為了要幫這個政府背書而當白老鼠,來驗證2.5 ppm的可行性嗎? 

別忘了,三聚氰胺並不是只用在奶粉中。任何動植物蛋白質製品都有可能有此添加物(既然要作假,當然不可能只限於奶粉)。2007年美國因為寵物飼料用了來自中國的植物蛋白添加物(wheat gluten),導致寵物狗因三聚氰胺毒性致死。 那時候已經風風雨雨追追追到中國去了,我們只是後知後覺而已。

Melamine

The metabolism, excretion and disposition of melamine was assessed after oral administration of a single dose of 0.025 mCi (0.38 mg) [14C] melamine to adult male Fischer 344 rats. Overall, 90 % of the administered dose was excreted within the first 24 hours into urine and negligible radioactivity appeared in the exhaled air and the faeces. Virtually no residual radioactivity was observed in tissues examined after 24 hours. Only slight differences in levels of radioactivity between blood, liver or plasma were observed, suggesting that melamine is distributed in the body water.

Hi,

Please ask people working in the pharmaceutical factory about

"What is analytical method validation", and you will know what is detect limit and quantization limit. To containminate with unintented matter is wrong, but be scientific to face true problem.

The scientist could not get him(her)self away from the normal daily life. It is immoral to let politicians to manipulate and contaminate science.
