集體白目 軍紀令人搖頭

藝人李蒨蓉在阿帕契直升機座艙拍照事件，迫使軍方作出嚴厲處分，多位軍官的前途幾乎報銷。近年軍中諸多「掉漆」事件頻傳，螺絲掉滿地，軍紀渙散至此，令人搖頭。

阿帕契軍機駕駛艙的儀表板如果未開機，未必真有什麼機密。美軍戰艦甚至允許公布戰情中心（ＣＩＣ）的照片，因為硬體本身不是機密，開機後螢幕上顯示的內容才是機密。因李蒨蓉拍攝的照片，是否真的會使得阿帕契的機密外流，導致國軍機密受損？其實未必。

問題在於，軍隊是務須恪遵紀律的團體，絕不容許個別成員「自認無害」就違反規定。軍官明知外人不得任意進入直升機棚廠，卻高調帶著親友參觀，不僅允許進入列為機密的座艙，甚至不阻止其拍照。相關行為不僅罔顧紀律與部隊資安，更顯示毫無自我保護的警覺心。果然不知嚴重性的親友，開心地把照片上傳網路，讓自己軍中打拚半生的努力毀於一旦。

不僅阿帕契飛官，美軍F-18戰機日前迫降台南，照片立刻在網路上湧現，甚至包括室內所攝，空軍對違規的官兵祭懲處。

軍中違紀案件頻傳，近日陸軍東引指揮官醉酒闖入女性官兵寢室性騷擾部屬，遭撤職處分。類此酒後失態的案例，近年也已發生多次，主角常是已在軍中服務多年的中高階軍官。當事人似乎以為時間停留在幾十年前，軍中什麼事情都不會外流，殊不知在通訊科技進步、爆料媒體盛行的情況下，如今是「舉頭三尺有網友」，根本難以遮掩。

如果軍中幹部連自我克制都作不好、社會脈動都摸不清，要想贏得國人對國軍的尊敬與信心，恐怕很難。

我現在終於了解何以日本擊敗大清，解放軍擊潰國軍。因為皇軍和解放軍軍官以身作則，live up to what they say. 大清軍官與國軍則是要求部屬服從命令規定，自己卻不受約束。說一套做一套，作威作福，仗官威權勢欺人。 

國軍如果還想靠軍紀教育月這種陳腔濫調來起死回生，那就算了。參考看看 Procter & Gamble 企業轉型的例子吧。

At the start of the 2000s only about 15% of P&G’s innovations were meeting revenue and profit targets.  After attempting several ways to tackle this problem, P&G’s leaders recognized that the kind of growth the company was after couldn’t come from simply doing more of the same.  

So in 2004, P&G initiated an organizational re-engineering aimed at designing a new-growth factory whose intellectual underpinnings would derive from the Harvard Business School professor Clayton Christensen’s disruptive-innovation theory. 

The whole task took many years of brainstorming, education, training, re-engineering, organization restructuring, and resource re-allocation.  But P&G’s efforts appear to be working.  While in 2000 only 15% of its innovation efforts met profit and revenue targets, today the figure is 50%.

P&G not only adopts a systematical and methodical approach of innovation, it does so with the message that each innovation improves people’s lives, a message that motivates people.   P&G has a long history of R&D and innovation that has withstood the test of time and through the changes of many CEOs.  It will continue to be able to innovate and stay strong.
