總統蔡英文於4月1日同行政院長蘇貞昌、衛福部長陳時中、經濟部長沈榮津及外交部長吳釗燮，在總統府敞廳發表談話，指出台灣對國際社會可提供協助有三：

 第一，是口罩的支援。現在，臺灣一天可以生產1,300萬片口罩，並且還在持續提升，即將達到1,500萬片。這個階段，我們將捐贈1,000萬片的口罩，也就是將近一日的產能，支援疫情嚴重國家的醫療人員。後續我們也會視國內產能，給國際社會更多支持。

第二，是藥物的支援。有些國家的臨床研究，認為奎寧有助於輕症患者的治療，因此政府已經請廠商提高奎寧的產量，對有需要的國家，給予適當的支持。

第三，是技術的支援。我們會分享目前國內利用大數據分析的「電子檢疫系統」，讓有需要的國家可以準確追蹤確診民眾的接觸史，來進行有效的疫情調查，防止疫情的擴散。我們的公私立醫院，也會持續透過視訊，提供我們的防疫經驗與技術，給需要幫忙的國家。

蔡還說道：

前一個階段，我們組好了國家隊；在這個階段，我們要打國際盃，跟其他的國家一同做區域聯防、全面抗疫。

台灣真的在打國際盃？還是只是個表演秀？

撇開口罩或大數據這種與政府調控有關聯的事物，奎寧在目前的治療效果上是否已有定論？

最近二則BBC報導，分別透過文字及影像，令人直接感受疫情的冷酷。國際盃的神情、紐時的募資廣告，在嚴峻的疫情中讓人感覺的只是台灣在抱怨受到打壓、而不是暗處點燈。

The seventh call gets to me.

We walk in and theres a woman on the floor. I see this woman doing CPR on her mother. She tells me she stopped breathing and had "the symptoms".

We go to work to try and save her. As the medics are doing their thing I walk over to the daughter and she tells me how it all went down. She says her mum has been sick for the last few days. They couldnt get a test but think she had "it".

I ask "are you the only family here?" She says yes but you guys were here on Thursday and worked on my dad. He had the symptoms as well. He passed away.

She looks numb.

I go back into the other room and hope that the medic will tell me there are signs of life. She looks up and I know the look after 17 years. The medics eyes say no.

So now I have to tell the daughter that both her parents are dead in a matter of three days.

Her dads not even buried yet. So this woman is going to have a double funeral, if shes lucky enough to get a funeral, because funerals arent happening right now.

After that call I go outside and the cool air is what I need. We sit for a minute to try and recoup but we all feel it. Funny, we dont discuss it much. Medics tend to do that.
