讀者潘先生向本報投訴,他在中國文化大學徵人網站上看到九十八學年度新聘教職員學經歷條件,居然規定要有國外博士學位,他痛批,連台、成、清、交都沒有規定了,沒想到被視為「土博士」就業機會的後段班大學,竟然限制要洋博士才能應徵,「這是對土博士的歧視」。



教部:大學自治項目
並未違法

教育部高教司長何卓飛表示,文化大學聘副教授正式職缺,屬於大學自治事項,文大此舉並未違法,依據教育人員任用條例,助理教授必須是具有博士學歷,經過系級、院級及校級教評會三審的審查通過即可。


不願具名教育部的官員私下表示,既然教育人員任用條例的資格只有博士學歷和專門著作,文大在形式上應給予所有具資格者公平均等的應徵機會,明文設限的作法太笨了,是搬磚頭砸自己的腳。



文化:跟著國際化趨勢做調整


文大校長李天任表示,各系所師資結構各有考量,像國術系就沒有要求一定要國外學位;若系上國內博士教授太多,就不適合聘太多國內博士。


文化大學主任秘書陳虎生表示,主要是希望能夠招收多元化的老師提升教學品質,跟著「國際化」的世界趨勢做調整。


目前文化十一所博士班每年培養出一百位左右的博士生,文大此舉是否否定自己學校培養的博士?陳虎生強調,絕對沒有歧視本國博士生,但學術界「近親繁殖」是不健康的,多元的教師來源對教育更好,學校會建議畢業生先去別校發展,未來或許帶回更多不同的東西。


一位文大博士生則表示:「學校不聘你,還是可以到別的學校去教。」但整個高等教育都在萎縮,對想留在學校的人,若不能留在學校教書,還是會有點遺憾。


陳虎生表示,學校的方向是正確的,並不會改變,如果因為有人抱怨、投訴,會建議系所不要設標準,但是各系所還是會找尋所需的師資。像商學院希望開全英語的課程,當然會找英文程度好的教授,如果有國外學位當然會優先聘用。


勞委會職訓局長陳益民表示,「就業服務法」對於歧視項目共正面表列十六項,主要是與生俱來的特徵,包括性別、種族、容貌等,但不包括學歷。不過,如果求職者有被歧視的感受,可以申訴。



1)In
my opinion, I think it's very provocative and wholly inappropriate
for any university to post an ads like that on its own website or on
any other media.   Even if it is legally allowed for the university to
do so, it might hurt a lot of peoples' feelings.  If the jobs are
reserved exclusively for those who obtain PhD degrees from foreign
countries, then after receiving all the applicants' resumes, the
university should simply notify those who qualify for the positions
for an interview.  It's as simple as that.


2)Instead
of unfairly depriving the domestically-trained PhDs of their
opportunities to apply for the jobs for which they're supposed to
qualify, the Chinese Culture University should place an ads to
welcome all qualified people to apply and make the employment
decisions based mainly on individual's teaching experience, research
capabilities and publications.   If for whatever reasons the ability to
deliver lecture in English is required, then the university should
let all the applicants know in advance that those who apply for
professor's positions must deliver a 10-minute demonstration lecture
in English during the interview on a topic other than their research. 
If the domestically-trained doctors are capable of doing that, then
they deserve to get hired.


3)There
must be reasons why a lot of American college students complain a lot
for not being able to understand the lecture delivered by a lot of
professors born and raised and primarily educated in both India and
Taiwan/China.  If the Chinese Culture University really thinks those
who acquire PhDs from English-speaking countries could speak English
very well, then the university needs to think again.
