欠稅「第一名」 家族十三人七點七億元

The National Taxation Bureau of the Southern Area posted a public announcement on its Web site on July 1 that listed people in its administrative area owing the most in back taxes for the 2014 tax year, including individual back taxes of NT$10 million (US$ 332,640) or more and NT$50 million or more for profit-seeking enterprises. The 69 cases included in the public announcement comes out to NT$5.57 billion in back taxes.

The bureau says that the number of cases to be publicly announced this year was originally 70. However, one individual whose back taxes met the public announcement standard of NT$10 million hurried to pay NT$3 million the week before the announcement was made, keeping back taxes owed below the threshold and exempting the individual from the plight of being included in the public announcement.

Issuing a public list of people who owe back taxes and the amount they owe is a very effective way of getting people to pay back taxes, the bureau says. The bureau started making public announcements of the number of back tax cases and how much is owed in 2010, with 136 cases and NT$11.4 billion owed that year. Since then the number of people who owe back taxes and the amount owed have gradually decreased each year. The number of cases and the total amount owed this year was nearly half what it was four years ago.

Among those on the list this year, the highest amount in individual back taxes is owed by a family surnamed Wei (NT$770 million), which consists of inheritance taxes and gift taxes. Although this is for individual back taxes, the taxes were actually accumulated by 13 people within the Wei family. The family also owed the most in back taxes in 2010, when the bureau first began publicly announcing who owed the most back taxes. At the time more than NT$690 million was owed. Members of the Wei family have been arrested and taken into custody because they owe back taxes. Despite paying more than NT$70 million in back taxes over the years, fees for belated payments and interest have caused the amount of back taxes owed to increase instead of decrease.

Among the profit-seeking enterprises, Shunchang Gold and Silver Co owed the most in back taxes. The company owed a total NT$580 million in profit-seeking enterprise income tax, business tax and liquidation tax.

南區國稅局七月一日在網站公告至一○三年度轄區內累積的重大欠稅人名單,個人欠稅一千萬元、以及營利事業欠稅五千萬元以上的大戶名單,合計公告件數六十九件、欠稅金額五十五億七千多萬元。

南區國稅局透露,今年原本公告的件數為七十件,但其中一位個人累積欠稅金額已達公告標準一千萬元者,特地趕在公告前一週,先繳交三百萬元稅款,讓欠稅金額不到公告門檻而被排除,避開被公告的窘境。

南區國稅局表示,公告欠稅名單及金額,對於追繳欠稅的效益頗佳,九十九年第一次公告欠稅件數與金額,分別是一百卅六件、一百一十四億元,之後公告的件數與金額逐年遞減,今年公告的件數和金額與四年前幾乎是減半。

南區國稅局一○三年公告的欠稅大戶名單,個人欠稅最高金額為魏姓家族七億七千多萬元,積欠的是遺產稅與贈與稅,雖是個人,但實際上是十三人連帶繼承;九十九年首次公告個人欠稅大戶,魏姓家族也是最高的欠稅者,當時公告的金額為六億九千多萬元,魏姓家族的成員,有人因欠稅被拘提管收過,雖說多年來魏姓家族也曾繳交七千多萬元的欠稅金額,但因滯納金與利息的緣故,以致欠稅金額有增無減。

營利事業部份,積欠最多的是順昌金銀有限公司,積欠營利事業所得稅、營業稅,以及清算人的綜所稅,共計五億八千萬元。
