Buy a Home, Get a Green Card - This last Tuesday (Mar 23, 2009 1:00 pm), the Wall Street Journal published an op-ed by my friend Gary Shilling and Richard LeFrak. They offer a simple solution for the housing crisis: Give green cards to foreigners who come to the US and buy a home.

中國大陸招商銀行和貝恩公司今天發表報告預測，今年大陸可投資資產超過人民幣1000萬元的高淨值人群達59萬人，持有可投資資產達18兆元，比去年同期成長18%，境外資產成長速。2008年到2010年大陸個人境外資產年平均成長率達100%。同期向境外投資移民人數也一樣快速成長；以美國為例，大陸累積投資移民人數近5年的複合成長率達73%。
招商銀行私人銀行部副總經理王菁說，在接受調查的大陸高淨值人群中，近6成人士已經完成投資移民，或有相關的考慮。
而且，調查發現，投資移民在可投資資產規模達人民幣1億元以上的企業主中最為明顯，約27%受訪者已完成投資移民，正在考慮的受訪者比例也高達47%。王菁表示，隨著大陸高淨值人群進一步全球話資產配置和投資移民需要，預期境外投資將會進一步出現高速成長。

On June 6, 1993, at around 2 a.m., the Golden Venture — a ship bearing 286 illegal immigrants from China (mostly from the province of Fujian) along with 13 crew members — ran aground on Rockaway Beach in Queens, New York after a mutiny by the smugglers. The ship had set sail from Thailand, stopped in Kenya and circled the Cape of Good Hope en route. In their attempts to flee the stranded ship and get to shore in the United States, ten people drowned.
The survivors were taken into custody by the Immigration and Naturalization Service and were held in prisons throughout the U.S. while applying for political asylum. While roughly ten per cent were granted asylum, and minors were released, about half the remainder were deported (some being accepted by South American countries). Some remained in immigration prison for years fighting their cases, the majority in York, Pennsylvania; the final 52 persons were released by President Clinton on February 27, 1997.

移民美國，愈來愈受到大陸民眾的青睞，根據美國僑報引述美國移民局，去年第四季發布的最新統計，去年申請美國投資移民簽證（EB-5簽證）的各國排行中，來自中國的投資移民申請案，居各國、各地區之冠，占全年EB-5簽證總數的41%，共772人。
美國移民局表示，過去五年投資移民的批准率逐年上升，去年全年發出EB-5簽證較2005年增1.5倍。目前約有90%投資移民，是以參與區域中心開發方式進行投資。統計指出，去年申請美國投資移民簽證的前五大來源地，分別是中國大陸、南韓、英國、台灣及印度，其他國家、地區共獲得527份簽證。

Latvia has come up with an unusual way of attracting foreign investment:
property buyers can get European Union residency rights thrown in as an
added bonus.
The law means that non-EU citizens who buy a property worth at least 70,000 euros ($93,000; ￡60,000), or invest in a business, can get EU residency rights.
It does not enable investors to work in the rest of Europe. But it does mean they can move freely within the 25 countries that make up the EU's Schengen area.

| 投資移民 加拿大 不賤賣 ? |

加拿大政府10日宣布重啟今年6月凍結的投資移民方案，但將外來投資移民的門檻提高一倍，原因是想進加拿大的投資移民太多，必須以價制量。
加拿大移民局聲明表示，從今年12月1日開始，想移民加拿大的外國投資人必須有至少160萬加幣(約160萬美元，台幣4812萬元)的個人淨資產。投資額至少必須80萬加幣(台幣2406萬元)。符合條件者的福利包括立即獲得永久居留身分，以及保證獲得投資回報。
原有標準是個人淨值80萬加幣和投資40萬加幣。移民局表示，舊標準1999年實施，至今已十年未變，和其他國家相比，標準是最低的。
移民局長肯尼表示：「這些改變有必要。標準已經十多年沒有提高，我們必須趕上不斷改變的經濟發展步調。」肯尼6月表示，加拿大是全球最好的國家，有最繁榮穩定的民主，「我們不宜賤賣」這樣的加拿大。他當時表示，今天富有的中國人很多，提高標準沒有影響。
加拿大今年6月決定停用舊方案。當局表示，申請者太多，等候時間變得太長，如此積案並不便民。當時有50萬件申請案等待處理。
移民局表示：「提高標準有助減少申請案，同時能確保我們吸引到經濟比較豐富，對加拿大經濟會有更實質貢獻的工商人士。」肯尼指出，將標準嚴格化，加拿大的地方政府將會獲得更多投資資金，來創造就業，打造經濟發展計畫。去年加拿大有1萬2000多人被列為投資移民。加國移民局表示，英國的標準是投資移民必須有330萬加幣的個人淨資產，澳洲是220萬，美國是100萬多一點。
