Finally, I know what does it mean.  It means Fans Circle.

It is quite normal for people having their own models to copy.  But those fanatical fans are controlled by some cult-like, Ponzi-schemed clubs and are led to worship their man-made male models, or the "cyber stars", who are mostly sissies with lipsticks, earrings, dyed hairs on their appearances and acting clumsy "performance".   The existence of 飯圈 has become a sub-culture, like Fa Lun Gong, which is intolerable to a socialist country like China. 

The morbid phenomenon of fans circle is kind of a spiritual opium to the young generation of China, and probably the new opium has something to do with the conspiracies from outside.  Thanks to President Xi and his team for curbing such an unhealthy trend that has been burgeoning in China, in due time.
