At the end of 1948 when the situation of the civil war had tipped the balance badly against KMT, CCP then declared twice the name lists of KMT war criminals.  The announcement might have been a political weapon that severely cracked the final mental power of KMT to the war.

Now the status across the strait is not exactly the same as that of 1948.  There is no hot war for the time being(Taiwan Strait is no longer a barrier for PLA), and at least America still somewhat supports the regime on the island(At the end of 1948 America had in fact forshaken Chiang and KMT.), and DPP has not yet totally lost the support from its brainwashed 817.  But once CCP issues a list like "diehard Taidu supporters" or something, I believe that will bring the already fragile morale of Taiwan into debacle.
