追夢人計畫的正式名稱是「童年抵達者暫緩驅逐辦法」(Deferred Action for Childhood Arrivals, DACA),讓童年入境的非法移民能留在美國。

前總統歐巴馬2012年6月簽署總統命令,推行DACA,目的是提供孩童時期非法抵達美國的移民穩定未來,並讓他們留下來追求夢想。

這些移民俗稱「追夢人」(Dreamers),根據總統命令,他們有權合法留下、求學或就業,這項許可為期兩年且可延長

在歐巴馬簽署DACA計畫命令的鼓勵下,約有80萬人登記在DACA計畫下,相信他們不會遭到驅逐。現在,政府能夠取得所有追夢人的個人資料,讓多數人難以隱藏身分。

約20萬名追夢人的居留許可已在2017年年底到期,另有27萬5000人的居留許可將在2018年終止,其他則是在2019年1月到8月之間截止。
