Build common framework to ease Senkaku islands tension

Sir, I was stunned to read Masaru Sato's statement that "There exists no territorial issue to be resolved concerning the [Diaoyu in Chinese and Senkaku in Japanese] islands", which means Japan would rather turn a blind eye to the rising military tensions in the East China Sea ("Disputed islands are Japan's under international law", August 9).

With regards to the sovereignty issue, there is still lots to quarrel about. For example, Japan has never justified its on-site surveys on disputed islands over a century ago, conducted in ignorance of Qing Dynasty China's claim of ownership - a crucial flaw in international laws concerning the legitimacy of the Ito cabinet's secret decision to announce occupation of terra nullius on January 14 1895. Yet, sticking to this impasse will lead only to an eventual military conflict among Japan, China, Taiwan and even the US.

It is increasingly apparent that the only way to defuse this soaring tension is to install a common "code of conduct" for all countries with a stake and to establish a multi-collaborative framework for them jointly to explore and develop the natural resources under disputed water - a peace initiative recently proposed by Taipei. After all, no country should give up the final chance to turn the East China Sea into an area of co-operation and friendship.
