Yes, I "paid" attention to his performance and his dog.  After I came back, I regretted for that.  I think that I could at least give him some pence though I didn't bring much money with me that day.  I will definitely do that if I go there and see him again.

By the way, I admire them. They are doing what they can do to earn a living. They are not just sitting there and begging.
