But it would be just the same if wealth rather than soldiers were accumulated, for it would be seen by other states as a military threat; it might compel them to mount preventive attacks, for of the three powers within a state--the power of the army, the power of alliance and the power of money--the third is probably the most reliable instrument of war. It would lead more often to wars if it were not so difficult to discover the amount of wealth which another state possesses.
