Recently a political scandal broke in Taiwan.  A "mom-and-pop" shipbuilding company, Qingfu, exerted its incredible connections to rig a bidding for the contract of building military ships( for capturing torpedos) in the first place, but later was debunked that the company had been insolvent and unable to fulfill the contract at all.  However, a huge amount of syndication loan had been lent to the company, and now the money, our taxes, must have been drained.

A piece of more shocking news ensued.  Reports said Qingfu approached and lobbied Cais office to order Ministry of Defence to prepay an amount of TWD2.4 billion as a part of "contract", which was not a projected budget of fiscal year 2016.  Under the pressure, Taiwans Navy did pay the moeny within 2016 and subsequently compiled the "deferred budget" into year 2017. 

What a brazen and unscruplous action DPP administration did if the scandal is true.  Didnt they know "no expenditure without budget" is a golden rule of governmental budget control? 

DPP is digging its own grave; unfortunately, poor islanders are the ones to be buried.
