of past instance.
Bob has been working in Mariposa Court house for more than 10
years.We have had morning coffee gathering twice a week at
Burger King. One day it happened that I arrived early. I bought
two senior coffee at $0.53 a cup and offered Bob one. It was a
pure gesture of friendship.He immediately rejected and said:
"I can't accept that."It promptly gave me an alert that I am
not allowed to do that because Bob is government official and
by any standard he can not even accept a cup of free coffee
from friend. That is the code of ethic in America.
Now look at the case of 辜成允支付四億元佣金到陳水扁的
人頭戶, I consider that both辜成允&陳水扁 were damn wrong.
Business man pays commission in accordance with contract as a
matter normal practice. However, 辜成允 was by no means
allowed to pay 陳水扁 any money owing to his being ex-President.
Even if it were written in contract, it was not permitted for a
business man to give commission to government official, period.
It seems to me that by law 辜成允 committed the crime of bribing
government official. Be it 辜成允 knew or not or had criminal
intent 辜成允 had to take the consequence of his act. That was an
unfortunate part and it was up to the judges to give the verdict in
consideration of his record the circumstance and the original intent.
It is unlikely that 辜成允 would come out unhurt.
As for 陳水扁, this extortion and taking bribe to such big amount
alone will send him to jail. I doubt it very much if 陳水扁 can come
out alive. But of course you may consider the possibility of President
Ma's special clemency. I would strongly protest against this clemency
on account of being unfair to any honest tax payer.
