民進黨討論立法院的改革

AIPEI (Taiwan News) – At its first meeting since last weekend’s landslide victory in the presidential and legislative elections, the Democratic Progressive Party’s Central Standing Committee approved proposals for legislative reform Wednesday.

在上周總統及立委選舉的壓倒性勝利後第一次召開會議，民進黨周三於中常會中通過立院的改革案。

For party chairwoman Tsai Ing-wen, it was also her first CSC meeting since becoming president-elect with 56 percent of the vote.

對黨主席蔡英文來說，這是她以百分之56的選票贏得總統大選後參加的第一次中常會。

During the final period of the election campaign, reform of the Legislative Yuan was often mentioned, but no consensus was reached. In the new Legislature which will take office next February 1, the DPP will hold 68 out of 113 seats.

在選舉競選活動的第一階段中，關於立法院的改革經常被提起，但並沒有達成任何共識。在2/1即將召開的院會中，民進黨擁有113席中的68席。

One of the topics up for discussion at Wednesday’s CSC meeting was how to make the office of legislative speaker more neutral.

在周三中常會中被提出的其中一個提案為如何讓立法院院長的職務更為中立。

The three candidates most often named to become speaker, caucus chief whip Ker Chien-ming, former Pingtung County Magistrate Su Jia-chyuan and legislator Chen Ming-wen, were all members of the CSC.

經常被提到的三位立法院長候選人分別為黨鞭柯建銘、前屏東縣縣長蘇嘉全及立委陳明文，三位都是中常會的委員。

However, Tsai was reportedly more interested in setting up a system to reform the Legislative Yuan first than in who should be the new speaker.

據傳，蔡對立法院改革的興趣高過誰是下屆新的立法院院長。

The CSC approved three basic principles for the speaker to become impartial, namely bar him from taking part in party activities, from taking up any party positions such as member of the CSC, and from participating in the platform between government and party.

中常會中提出立法院院長的三個中立的基本原則，亦即禁止參加黨團活動、禁止擔任任何黨職例如中常委、禁止參加黨及政府間的平台。
