2024.西太平洋海軍論壇第19屆年會高層研討會上,中國大陸海軍司令員胡中明上將以「同舟共濟、攜手前行,共建共護共享命運與共的海洋」為題作主旨發言,提出四項倡議。

為實現海洋永沐和平,持久安全,繁榮美麗的良好願景,各國海軍必須攜手同心,精誠合作,持之以恆發揮各國海上力量的作用與影響。

1:是密切溝通交流,鞏固互信根基。

2:是提升合作質效,促進共同發展。

3:是加強行動配合,保護海上安全。

4:是擴大公共產品,增進海洋福祉。

中國海軍踐行構建海洋命運共同體理念的實際舉措,並用船(SHIP)這個英文單詞,對「命運與共的海洋」進行闡釋。命運與共的首要是安全(Security),命運與共的本質是和諧(Harmony),命運與共的關鍵是包容(Inclusiveness),命運與共的基礎是夥伴(Partner)。

..China hosts 19th Western Pacific Naval Symposium.

.The 19th biennial meeting of the Western Pacific Naval Symposium (WPNS) opened on Sunday in the port city of Qingdao in east Chinas Shandong Province.

Themed "Seas of Shared Future," the four-day meeting has had over 180 navy representatives from 29 countries, including Australia, Cambodia, Chile, France, and India.

Delegates to the meeting will review activities taking place under the symposiums framework since its 18th biennial meeting, set the future agenda, and discuss and vote on issues such as the WPNS Business Charter, the Code for Unplanned Encounters at Sea (CUES), and the unmanned system.

Foreign navy leaders will be invited to discuss the Global Security Initiative and maritime peace, maritime order based on maritime security cooperation and international laws, and global maritime governance.

Liang Wei, a senior officer with Chinas Naval Research Academy (NRA), said the attendance at this meeting and the ranks of participating officers from other countries are high.

"This not only demonstrates the vigor of the symposium but also reflects the influence and appeal of the Chinese navy," Liang said.

As a founding member of the WPNS, China first hosted the 14th WPNS biennial meeting in Qingdao in 2014. At the meeting, member states endorsed the CUES, a navy-to-navy template designed to reduce misunderstandings and avoid maritime accidents.

Currently, the WPNS has 23 member states and seven observing states. The symposium holds meetings and has exchange programs for young officers as well as senior and young sergeants.

Ren Xiaofeng, another senior officer with the NRA, said the symposium had helped promote communication and exchanges among different ranks of naval officers in various countries.

At this years meeting, delegates will be invited to join tours of military and cultural contents, as well as a light show with international naval features.

This year marks the 75th founding anniversary of the Peoples Liberation Army (PLA) Navy. Over the decades, the PLA Navy has developed into a strategic force consisting of five services and with both nuclear and conventional weapons, heading toward its goal of becoming a world-class navy.

The WPNS stands as a valuable platform for the world to better know about China and the Chinese navy, and for the Chinese navy to showcase itself to the world, said Zheng Hong, also a senior officer with the NRA.

Zhang said that Chinas armed forces have actively participated in international cooperation of maritime security and provided maritime public security goods, adding that China will play a more positive and open role in international military cooperation.

Zhang called for abandoning the Cold War mentality, jointly bringing peace and stability to the world, and bridging differences through dialogue.

China has been committed to resolving maritime disputes peacefully through friendly consultation with countries directly concerned, but it will safeguard its legitimate rights in the face of deliberate violation of its sovereignty and it will take firm countermeasures against unreasonable provocations, he said.

Chinas armed forces will resolutely safeguard national unity and interests, said Zhang.

.China is committed to resolving maritime disputes through talks, official says.

China remains committed to resolving maritime disputes with other countries through dialogue but will not allow itself to be "abused," a top military official said at a meeting of senior foreign naval officials in the port city of Qingdao on Monday.
The sea should not be an arena where countries can flex their "gunboat muscles", added Zhang Youxia, vice chairman of the Central Military Commission and Chinas second-highest-ranking military official.Reality has shown that those who make deliberate provocations, stoke tensions, or support one side against another for selfish gains will ultimately only hurt themselves," Zhang said during the opening ceremony of the Western Pacific Naval Symposium at the upscale St Regis hotel.
The comments were an apparent reference to growing tensions in the South China Sea, where Washington treaty ally Manila is in a fraught standoff with Beijing over the strategic waterway, a potential flashpoint for U.S-China relations.

Zhang also told the gathered delegates that "carrying out maritime containment, encirclement and island blockades will only plunge the world into a vortex of division and turbulence."
The event overlaps with annual U.S.-Philippines large-scale joint military drills, which begin on Monday and will be held outside Philippine territorial waters for the first time.
Tensions are particularly high around the Second Thomas Shoal in the South China Sea, where Manila has accused Beijing of "harassment", including the use of water cannons against Philippine vessels.
The symposium is a rare opportunity for countries with opposing regional interests to exchange views. Pacific Fleet Commander Admiral Stephen Koehler is attending from the United States. Other delegations include Australia, France, India, Russia and Britain.
The Philippines did not attend despite being a member nation of the forum.

"This is a very good opportunity to hold bilateral talks with each navy - not only on AUKUS, but on broader maritime topics," said Captain Takuo Kobayashi, a senior official with the Japanese naval delegation. "The Chinese Navy are building up their muscles in the South China Sea quickly, so Im paying a lot of attention to the Chinese Navys developments."
