菲律賓公務船槍擊我漁船引發舉國憤慨，曾經率艦執行巴士海峽護漁的海軍退役將領蘭寧利指出，台灣漁民看到一軍艦就害怕，他們必須升起最大號的國旗，才能讓漁民安心。蘭寧利指出，海洋上的問題絕對是國家實力的展現，以海軍巡弋作為海巡執法的後盾，他強調海軍必須「走出去」展現決心，否則台灣就會被視為無足輕重的邊緣角色。
蘭寧利說，民國60年代後期我漁民遭遇菲律賓追逐扣押的案件層出不窮，行政院下達決心派遣軍艦前往巴士海峽護漁，他擔任「天山軍艦」艦長第一個前往當地，才驚覺我方漁民一見到軍艦就趕緊掉頭跑的景象。蘭寧利說：『半夜我們一直覺得有個小目標跟在我們後面，天有點亮時那艘漁船一看是軍艦在前面...掉頭就往台灣跑！他們都被抓怕了！這時我們就會一面最大號的國旗升上桅杆頂，它看到後才掉頭回來....當時感覺就是台灣的漁民真可憐...看了軍艦就跑！』..........

So we can not but to say that PH intent to occupy our seaarea.y
二:Pricay is the same as Crimes against Humanity.
三:And more important is:
Philippine pulicized was a accident rapidll and never give us sincere apologize.
So, we can't expect Philipin give us fair judgement.
Therefore,
We can say the only jurisdictional court is Iternational Mlitary Tribunal!!
