清朝時間相當長，並在康熙雍正乾隆時代被稱為「康雍乾盛世」，不過自此之後，清朝的國運出現了很大的轉變，一方面，面臨列強軍事威脅，二來皇帝的壽命與滿族內部的問題，也埋下了許多內憂。就在乾隆交棒給嘉慶的時間點，清朝又是什麼樣的狀態呢？又是留下了多少錢呢？

回顧更早之前的盛世期間，由康熙交給雍正時，算是相當富裕，大約有「八百萬銀兩」。接下來，接棒的雍正，在歷史上是相當認真於國事的皇帝，除了在國政的勤勞之外，對於開源節流也有一套，一路從「八百萬銀兩」大幅增加至「六千萬銀兩」，並以大約這個數字，交接給乾隆。

然而，乾隆的時代，清朝的前後期，就有著明顯的改變。前期也做了不少事，包含平定外族，拓展清朝多民族王朝的基礎，雖然說平定外族是正面功績，但過程中也因為大大小小的戰爭燒了不少錢，算是褒貶參半。

當然，還有一大關鍵人物，也就是「和珅」等貪官群開始出現，透過各種層面，逐漸在侵蝕國庫的資金，無形中拿走的金額也是相當可觀，這部分也被嘉慶清算抄家，算是追回了一部分的資金了吧。
