But the phone number may not be good enough.  I am not quite sure but if China Mainland can openly declare to the whole wide world that all people holding ROC passports of Certificates of Taiwan Compatriot are regarded as the same as China citizens.  If those people need protection, assist them to ask for Chinese consulates or embassies for help.  If they commit crimes against Chinese law (including Taiwan’s), extradite them to China Mainland only.
