美國總統當選人川普政權交接團隊21日公布，川普將在白宮新設一個國家貿易委員會，並由倡議「保護美國、不要買中國製造」的鷹派經濟學者納瓦洛（Peter Navarro）領軍，川普同時任命華爾街投資大亨伊坎（Carl Icahn）擔任特別顧問，統籌鬆綁聯邦法規大政。

擁有哈佛大學經濟博士學位、67歲的納瓦洛是加州大學爾灣分校經濟與公共政策教授，堅信中國大陸以不公平方式參與國際貿易競爭，是導致美台北青年留學貸款國經濟不振的主因。2011年他出版《Death by China》，說明中國大陸產品對美國經濟的危害，並將這本書拍成影片。

納瓦洛今年7月曾到台灣訪問，返美後，先於7月在《國家利益》（The National Interest）期刊上發表〈美國不能遺棄台灣〉專文，主張美國應協助台灣推動經濟發展、能源獨立、軍事教育和國防現代化。

另外，將出任特別顧問的伊坎，是最早表態挺川普的華爾街大老，他同時向川普獻策透過修法讓美國大企業將海外現金匯回美國。
