The term is colloquially used in China Mainland as an unilateral blame game played by a party who should take the responsibility itself; but it blames the mistakes on innocent others instead.  America now is trying to shirk the responsibility of its seemingly rampant COVID-19 at home onto China, or we can say it is trying to pass the buck to China other than criticize by itself.
