It must be a sovereign state in UN to qualify the membership of WHO.  You may say ROC (or ROC Taiwan, whatever) has its people, government, arm forces, so it is a sovereign state to enjoy the right.  Regretfully, it is a stark wishful thinking.  If DPP administration can singlehandedly fight agaist "Wuhan Pneumonia", not COVID-19, and gain high popualrity in the polls this time, why does it still solicit so hard for such a membership in clownish ways all the time?
