今天就聊聊“可防可控”的英文怎么说。

这几天浏览国际新闻，发现BBC这篇报道里提到了这个：

标题是：

Coronavirus: World in uncharted territory’

新冠病毒：全球进入“未知地带”。

标题中的uncharted来自于chart（作名词表示“航海图”，可活用为动词表示“绘制”），uncharted意为“地图上未绘出的”。uncharted territory表示地图上没有绘出的“未知地带”。

文章第二段里有一个词值得我们注意：

Its chief, Tedros Adhanom Ghebreyesus, said the virus was "unique" but could be contained with the right measures.

世界卫生组织总干事谭德塞称这种病毒是“独一无二的”，但通过正确的措施仍然“可防可控”。

这里有个词值得大家注意：contain。

有人说这不是“包含”的意思吗？

凡是问出这样问题的人，都犯了一个常见错误：单词只背一层含义。

一个单词往往有两层或两层以上的重要含义，而且很多时候含义彼此不相干。比如“fine”，可以作形容词表示“很好的”，也可以作名词表示“罚款”，这两者完全没有交集。

下面是《牛津词典》对contain的定义，我们看看它具备哪几种含义：

第一层就是“包含”的意思，这也是我们最常见的意思。

第二层表示“克制（情绪）”，同义词是restrain。

第三层表示“防控”，即“prevent something harmful from spreading or getting worse”（阻止有害的事物播散或变得更糟）。比如：

to contain an epidemic

防控疫情

Government forces have failed to contain the rebellion.

政府军未能遏止叛乱。

可见，contain还可以作及物动词表示“控制、遏制”，后面跟的宾语往往是不好的事物，比如瘟疫、叛乱、恐慌等。

而且我还发现，外媒中关于“疫情防控”的英文表达，“疫情”有很多种说法，比如coronavirus、epidemic、outbreak、spread of Covid-19等等，但“防控”基本上都用contain：

contain还衍生出了一个名词containment，作为名词性的“防控”，比如“疫情防控”的名词短语可以说“the containment of coronavirus”。

路透社前两天的标题也采用了这个短语：

UN chief says window for containment of coronavirus narrowing

联合国秘书长说疫情防控的窗口不断缩小。

*注：国际新闻中常常提到的“window”（窗口）指“opportunity”（机会）。

再回到本文标题：“可防可控”的英文怎么说？

我们复习一下世卫组织总干事谭德塞的这句话，答案就在里面：
