2017年鋪設完成1380公里長的“西伯利亞力量”天然氣管道。
 

2018年天然氣將成為中俄能源合作的新增長點 .2018年起，俄對華原油出口總量將達到6000萬噸，穩居各國對華原油貿易量的首位。2020年，西伯利亞力量天然氣具備輸氣條件，屆時每年對華供氣將達380億立方米。為中國清潔燃料提供了重要支援，為俄羅斯經濟發展帶來穩定的財政收入。

由於俄羅斯至今扔然受到美國及歐盟的經濟制裁,導致輸往法國,德國,西班牙等歐洲地區石油及天然氣受阻,損失大量的外匯收入,中國此時此刻大量購買引起俄羅斯的石油與天然氣,對於俄羅斯的經濟發展受益良多,如果與蒙古國協商成本新建能源管線,直接通往中國,那將是穩賺不賠的生意,根據情資顯示出蒙古國總統與俄羅斯總統普京業,已達成初步共識,同意俄羅斯的能源管線經由蒙古南下輸往中國,但是要收取過路費每立方公尺1美元計算,至於管線的工程建設經費由中國支付,並聘請30% 的蒙古國勞工參與建設,預期中國可以完全應允.

如果成真管線的探勘設計規劃作業在201808夏季時分就可以展開,201901正式動工興建,預定2019年底竣工,2020年開始輸給中國石油與天然氣,.如此一來中國俄羅斯及蒙古國3方都各取所需.尤其是蒙古國賺到喇座地收取永久過路費難怪他與普京合影笑口常開.

 中國是沉睡中的雄獅現已清醒將澈底改變世界恢復過來其原有歷史大國的定位.

Power of Siberia: Russia, China launch construction of worlds biggest gas pipeline .

In what can be seen as a step to firm up the energy cooperation with Moscow, which is reeling under US and EU sanctions over Ukraine crisis, China has begun the construction of the 3,968-km long gas pipeline which will pump 38 billion cubic meters of natural gas from Russias far east to Shanghai.

 The pipeline, extending from gas fields in Russias Far East to Shanghai, is designed to transport 38 billion cubic meters of natural gas from Russia to China every year. In a speech at the ceremony, Zhang said the East Route gas pipeline is the largest China-Russia cooperative project conducive to diversifying energy strategy and guaranteeing the energy security of both countries.

2018青島上合峰會期間，俄羅斯表示支持建設經蒙古到中國的新油氣管道。俄國是為防備美國可能與中國擴大能源合作，並藉此與蒙古有更多互動，幫助蒙古抵禦中國影響。

如果俄羅斯建議成功,那麼從俄羅斯西伯利亞直接南下,經由蒙古國的石油與天然氣管線,運輸至中國境內,將縮短1000公里以上的建設成本與時間,這對於俄羅斯,蒙古國與中國,均可分享利益各取所需.

北約戰略觀察家分析指出俄羅斯1石3鳥的戰略,可以成功,但是主要須經中國同意,讓利於蒙古國,在20世紀初葉外蒙古與唐怒烏梁海,原屬於中國領土,在蘇聯的威逼利誘下協助脫離中國而獨立,至今中國聲稱依然對上束地區有主權,雖然中國已於蘇聯簽訂所謂"中蘇友好同盟條約"那也是60年前的往事,如今時過境遷,國際間的環境變遷,國際關係早已重新洗牌,俄羅斯總統普京雄才大略,早已洞悉蒙古國與唐怒烏梁海遲早,回歸中國,何不協助中國,因為俄羅斯早已計劃完成,如今時機成熟在2018年的青島上合鋒會中向習老大提出此一建議案.

西方戰略觀察家同時注意美國石油在中國市場的市占率雖然很小，但出口數量急劇成長，俄羅斯為了鞏固在中國能源地位，希望通過新的途徑向中國供應石油和天然氣。

三方機制平等互動避免蒙古依賴中國庫茲明：“俄羅斯、中國和蒙古三方機制非常好，因為它能讓三方在平等的基礎上互利合作，所以三方互動未來會持續下去。”

建設經蒙古國至中國的天然氣和石油管道，優勢在於所使用的西伯利亞地區天然氣田和油田早已開發成熟，且正出口油氣到歐洲地區。

一旦經蒙古的油氣管道完工，不需要興建過多基礎設施，俄羅斯就能很快地把出口至歐洲國家的石油和天然氣，轉向賣給中國。此同時也能為俄羅斯在與歐盟交手時，提供新的施壓工具和籌碼。

俄羅斯的一些東亞問題學者指出，中國在蒙古國的影響力不斷擴大，蒙古擔心對中國依賴加深，這為俄羅斯重新恢復在蒙古的影響提供了機會。俄蒙更多互動有助平衡中國影響。

在經過蒙古的油氣管道方案這次被提上日程之前，除了“西伯利亞力量”，以及西線天然氣管道外，俄羅斯還將興建一條新的通向中國的天然氣管道。

Mongolia is interested in letting Russia build a pipeline to China through their territory, according to Russian President Vladimir Putin.

“We generally support the idea. But, of course, as always in such cases, you need to thoroughly work out the feasibility,” Putin said during a trilateral meeting with the heads of the People’s Republic of China and Mongolia in Qingdao, China.

Mongolia has been offering its territory for transit of Russian gas to China for a number of years, pointing to security and length of the way. Meanwhile, all the ways of supplying gas to China discussed and implemented by Russia’s Gazprom are direct pipelines from Russia to China without transit states from Blagoveshchensk, adivostok, and Altai.

Russia is China’s largest supplier of oil, while the latter is the largest buyer in the world. “Last year, we supplied more than 50 million tons of oil. By April, this number increased by another 26 percent,” the Russian president said at a press conference in Beijing after meeting China’s president, Xi Jinping.

Work on the construction of the Eastern Route pipeline from Russia to China is on schedule, and companies from both countries are participating at Russia’s $27 billion LNG plant in Yamal, Putin added.
