「自動來電」惱人 去年暴增至305億通
惱人的機器自動語音電話(robocalls)打個不停,光在去年累計就高達305億通,讓美國民眾接到手軟。然而,從各種統計顯示,這類騷擾電話未來只會變得更加嚴重。
根據騷擾電腦阻擋軟體研發商YouMail統計,討厭的語音電話如同疫情般快速蔓延,美國民眾在2016年裡總共接到293億通機器自動語音電話,但到了2017年已經暴增到305億通,平均每名成年人去年共計接到百餘通語音電話的轟炸。
在所有的機器自動撥號語音電話當中,約有五成至六成是合法的,例如來自於合法經營的討債機構,或者是政治團體、慈善組織所撥打的。班機誤點通知、處方藥物領藥提醒等自動語音通知電話,也都屬於合法的範圍。
YouMai執行長昆里西(Alex Quilici)接受國家廣播公司(NBC)專訪時說,可怕的是,約有三成至四成的自動語音撥號純屬詐騙電話,換算起來數量非常龐大,去年美國民眾大約接到100億通之多。
騷擾電話阻斷服務Nomorobo的發明人佛斯(Aaron Foss),過去4年多的期間,一直在與非法自動語音電話對抗 。根據Nomorobo資料庫統計,一天當中任何時間所撥打的電話,平均起來大約有45%都是來自機器自動撥號。
他說,雖然其中有些電話是合法的,例如選舉拜票電話,但還是讓人感到厭惡透頂,「而且沒有辦法叫他們別再打來,就算已經辦理「請勿來電名單」( Do Not Call List)登記,還是無濟於事。」
不管是在聯邦通訊委員會(FCC)或聯邦貿易委員會(FTC),機器自動語音電話都是最多消費者申訴的「全民公敵」。
聯邦貿易委員會「請勿來電名單」計畫主任柯裴克(Janice Kopec)表示,自動語音電話一直以來都是個嚴重的問題,「許多民眾為這些打個不停的電話感到深惡痛絕,也紛紛向我們反映他們的無奈心聲。」
在2017年當中,聯邦貿易委員會接受450萬件自動語音電話投訴案件,比2016年的340萬件增加不少。但這個數字只是冰山一角,因為絕大多數民眾接到自動語音電話之後,從來不曾提出申訴。
專家指出,消費者切莫接聽陌生來電,對於來電顯示也不要完全相信,更不要聽從語音指示按下任何數字鈕,千萬不要回撥電話,更不要有任何互動。

--my husband just got a 詐騙電話 again, he really tired of, it might caused by i missed phone call and tried call back, it requested me press 數字鈕. the question is how do i know unknown call is  詐騙電話? it became 討債, in the beginning my husband thought it was another medicare insurance related to change his plan so he told the person he has no interesting stop calling again, later the person mentioned medical debts my husband immediately told him he has humana we always paied off and hanged off.

is it 合法經營的討債機構? i bet most are not. especially my husband name is quite common, we found out 討債機構 base on the name-only 騷擾 innoncent and when you called back try to verify they never talk to you but continue 騷擾.

醫藥、喪葬服務…這些騙局鉚住老年人!

有不少經濟詐騙和盜竊身分案件的主要受害者都以年長者為主,而騙局的類型和手段也趨於多樣化,除了常見的電話和電郵中獎、冒充國稅局和孫子女「落難」求助的騙局,近年來還有不少案件是涉及醫療藥物、投資、房屋貸款、喪葬服務、電腦維修的。

根據今日美國報(USA Today),聯邦參議院老人事務特別委員會(Senate Special Committee on Aging)報告顯示,2016年有大約1680人因詐騙案求助了免費熱線電話,案件數是其他投訴的兩倍之多;聯邦貿易委員會(FTC)的報告也指出,在2016的消費者投訴案件中,老年人占到33%,造成的經濟詐騙損失可達數十億元。

全美老年委員會(National Council on Aging)網站建議使用紅藍卡(Medicare,又稱聯邦醫療保險)的老年朋友不要去回應聲稱紅藍卡報銷的醫療用品和服務推銷,只在看病就醫的診所和醫院需要時才提供紅藍卡信息,定期檢查紅藍卡帳單上是否有沒有使用過的醫療器材和服務,還可以登陸MyMedicare.gov設置個人帳號,因為常有不法分子在獲得耆老個人醫療信息後,寄出訂購背部或膝蓋背帶的明信片,聲稱保險會報銷,只要提供紅藍卡信息即可,儘管之後耆老可能會收到背帶,但問題是詐騙者會向紅藍卡報帳數百或數千元的高昂費用,並可能會繼續使用受害者的信息來向保險公司報帳根本沒有使用過的服務或產品。

該網站提醒耆老要謹防假冒處方藥騙局,這些藥物通常經由網路銷售,雖然價格會比較便宜,但風險是藥物可能無法幫助到病人的需求,甚至含有不安全的成份;喪葬騙局則主要是騙子通過訃告得知死者信息,然後去葬禮聲稱死者生前欠下自己巨款來訛詐死者親屬。

另外耆老還要小心投資和房屋反向貸款陷阱,其中投資騙局主要是利用退休者手裡有大筆退休金,進而向他們推薦不熟悉和複雜的理財產品;而反向貸款騙局則是不法份子冒充所在郡的評估辦公室向受害耆老寄信,通知會對對方房子進行重新評估,但會收取一定費用。

其他常見的針對老年人的騙局還包括收取高價的喪葬服務費用和電腦等電子產品維修等。根據理財網站Bankrate.com網站,有些不良殯儀館會利用老人家失去和懷念親人的心理推薦最貴的棺木,或是對喪葬流程的不了解而從中詐取高額費用,建議最好能有家人和朋友陪同處理和把關這些事情;技術維修詐騙則通常是透過電話撥打給年長者,對方通常會表明自己是微軟或其他知名科技公司認證的技術人員,慌稱在耆老的電腦上發現病毒和惡意軟體,需要通過遠程登陸來幫助殺毒和安裝軟體,之後會索取數百元的維修費,如果耆老拒絕的話,則會威脅要毀掉電腦設置和信息。

--our old lady neighbour has a cell phone but never pick up, she disabled the door bell and never open the door after dark. one night our water company told me the neighbour didn't answer the door in daytime, so i with him knocked her kitchen window. couple days later i met her and inquired her whether she was out(I thought she went to daughter). but she told me both her and son in the house, her son saw me and the guy but didn't want to open door.

自動語音電話之後,從來不曾提出申訴

--can the reporter find out which government dept takes 申訴? 

in the past I would searching the 電話 on line and wrote our bad experiences.

my complaint as :we got called today and declared my husband owed money
it is medical related, we don't think so because never heard what's clinic/doctor name is. my husband name is quite common in the past those debt collector based on the name bother us. the last one we suffered was from C&W account# 12238741, amount $54297.59 Re: WIS international 8909540. after we sent email to inquire the person (fred.kahn@caine-weiner.com) never response and no appology.

Then i got the website declaring they would verify my story and if it is true they would contact me by email.

Now i even worry am i doing right to offer my name(it declared without it the credit lower, and they would post my ip) and email, what if it is fishing website? however i would wait for their response...

however 8/27/17 i saw a news in WJ about travelling-related 申訴, i knew that company immediately because after we attended their seminar and my husband insist joined and paied, later i found serious problem and cancelled later frequently we received 騷擾電話.

from the company website i don't think the case is still valid or our money was eaten-up. 

this is why my husband has no attention to file claims, he told me clients hardly get money if it wins most money went to attorney pockets. you just wasted time. in the past we also received claims notify mails and none we got money. except my 2nd brother investments did receive refund from medicines-related. while the one we have with JP morgan we got none(it is about frequently sold/purchesd? scandals).

i won't pay attention to usa except those scandls still upset me.

I bet if usa reporters try to catch the world people eye balls including top class me the only way is to report usa messed up systems. 

however this is my last time i won't pay attention any more because i already knew there is no hope to expect usa rotten politicians mind usa business in stead of issue endless wars threaton to other countries.

usa could coopearte with china to catch taiwan 詐騙 bastards 1st and to learn  from china top class detectives how to reduce usa millions  詐騙電話s, and fix the lousy usa system a bit.

most  討債機構 騷擾 innocents 電話s are native americans who won't pick up and talk to you except medical supplier-related(especially diabetti) 討債騷擾 are from Indo-related.

Another we suffered is physical theorpist and the manager is S.Korean-related. we made complaint and contact the state professional regulation-related it didn't work but waste my time and this is not the 1st time. the eariest is dentists family from taiwan.

Nothing is work in usa.

we also registered 「請勿來電名單」( Do Not Call List),it didn't work at all。

most we got man-talking 詐騙電話 are people from Indo especially diabetti medical supply.

frequently we got  is about free diabetti related, we kept turn down and blockade the phones, it still using another phone calling us and declared we owed money for the product we never received.

in the beginning they target at me and i kept telling me i don't have medicare stop calling me, now they target at my husband.

i would say many Indo immigrations running diabetti medical supply stores and business went down caused it. one of our renter client told he he ran the business and wanted to rent our house, my agent prefered another one the white in the end it became nightmare to us we cancelled the agent.
