據加通社報道，溫哥華的市長Gregor Robertson今日向政府施壓，呼籲省府向空房子征稅。Robertson希望省府在8月1日前和市府一起推動設收空置稅。溫哥華現在面臨嚴重的可負擔房屋危機，接近1萬的屋子被買下但沒有人居住。假如省府不參與立法，那麼溫哥華市府將會自己針對空屋征收商業稅。據大溫地產局(Real Estate Board of Greater Vancouver，簡稱REBGV)報告顯示，溫哥華五月的獨立屋價格上漲超過150萬，比起去年同期上漲了37%。

I wanted to update you on 2 major steps we're taking on affordable housing in Vancouver.

Yesterday, I announced the City is moving forward with a tax on empty homes. At a time when so many people are struggling with housing costs, it's unacceptable that 10,800 homes sit empty for a year or more in Vancouver. We need a tax on empty homes to encourage the best use of all our housing, and help boost our rental supply at a time when there’s almost no vacancy and a real crunch on affordability.

Our preferred option is for the BC government to create and administer a new ‘residential vacant’ property class through BC Assessment.  But if they don't, the City is prepared to go it alone by creating a new business tax on empty homes held as investment properties. After several months of research, our staff have found a legal mechanism to do so.

Vancouver housing is first and foremost for homes, not a commodity to make money with. I’ve asked for the BC government’s urgent support to tax empty homes - as well as other urgently needed tools like luxury and speculation taxes - but the City needs to take action with or without other levels of government.

The other news is that today, the Federal Minister of Finance announced he is establishing a working group with myself and the Mayor of Toronto, as well as the Provincial Finance Ministers of BC and Ontario, to identify actions to address housing costs in the Vancouver and Toronto real estate markets. This announcement is a welcome sign that the new federal government in Ottawa is taking Vancouver’s housing issues seriously.

I spoke to Minister Morneau this week about my concerns that unregulated, speculative global capital flowing into Metro Vancouver's real estate is making housing prices completely disconnected from local incomes, and how we need new tools to create a level playing field. We had a good conversation and I’m reassured to see the urgent issue of affordability is on the federal government’s radar.  The path our housing prices are on is not sustainable and is a risk to the livability and economy of Vancouver.

The City is taking action across the spectrum of housing needs by creating new rentals at an unprecedented rate, launching an affordable home ownership program, building the City's first community land trust, and tackling the impact of short-term rentals like Airbnb on our rental stock. There's a lot more work to do - and City Hall can't do it alone - but I'll continue to do everything I can as Mayor to fight for and deliver policies that protect and create new affordable homes for people of all incomes.
